LORD
JUSTICE CLARKE: This is an application for permission to appeal which, on 23
April 1999, I stated on paper that I was minded to refuse for the reasons then
given.
No request for an oral hearing having been received within 14 days after the
notification of that view to the applicant, I now, pursuant to paragraph 2.3.1
of the Practice Direction for the Court of Appeal, Civil Division, dismiss the
